When Senator Bam Aquino first filed what became known as the “Blockchain the Budget” bill, the premise was straightforward, ambitious, and distinctly cutting-edge: embed the Philippine national budget onto a digital ledger so everyday Filipinos could effortlessly trace where public money goes.

Senate Bill No. 1330, the Philippine National Budget Blockchain Act, was filed on September 2, 2025. It proposed establishing a National Budget Blockchain System designed to strengthen transparency, accountability, and public participation across the entire budget process. It was a striking proposition. It was also just a starting point. As the bill worked its way through public hearings and consultations, a bigger question emerged: Should Congress legislate a specific brand of technology, or should it legislate the actual transparency that technology is supposed to deliver? That question transformed the legislation.

On November 12, 2025, Aquino filed Senate Bill No. 1506—the Citizens’ Access and Disclosure of Expenditures for National Accountability Act, or the CADENA Act—as a direct substitute for SBN 1330. The Senate Committee Report explicitly identifies CADENA as the replacement measure for the original Blockchain the Budget bill. The change was a philosophical shift in approach. The original bill anchored itself to a specific tool: blockchain. CADENA starts directly with the core problem: how do we make government spending genuinely easy for Filipinos to see, verify, and follow? That distinction matters.

Beyond Blockchain

SBN 1330 was explicitly blockchain centric. It envisioned a National Budget Blockchain System that would record budget transactions on an immutable digital ledger, making allocations, releases, and expenditures permanently traceable. There were compelling reasons for putting blockchain at the forefront. A properly designed blockchain offers tamper resistance, cryptographic verification, strict auditability, and a permanent transaction record. For a nation historically grappling with questions surrounding public procurement and government spending, those capabilities are undeniably powerful. Yet, blockchain is not a silver bullet. While it can fiercely preserve a record, it cannot automatically verify whether the information initially keyed into that record is truthful. Recognizing this limitation was one of the most vital turning points in the evolution from SBN 1330 to CADENA. During the October 2025 public hearings, stakeholders raised valid concerns about inadvertently locking the government into a rigid technological box. Aquino acknowledged the need to refine the measure, sending the proposal back for deeper technical shaping. CADENA emerged from that process with a far more technology-neutral architecture.

Instead of dictating that transparency must happen exclusively via blockchain, the revised measure zeroes in on what the system must actually accomplish: accessible information, structured data, true traceability, tamper evident, interoperability, and timely public disclosure. It is a vastly more durable way to draft technology legislation. Tech moves at breakneck speed. What feels cutting-edge today can easily become obsolete in five years. A vital law shouldn’t have to be entirely rewritten every time the tech stack shifts. If blockchain proves to be the best tool for a particular government function, use it. If a superior alternative emerges tomorrow, the government should be entirely free to adopt it instead. The ultimate objective is absolute transparency. Blockchain is simply one possible vehicle to get there.

Public Information Is Only Useful If the Public Can Use It

One of the sharpest improvements embedded in CADENA is its hardline emphasis on structured, machine-readable government data. For years, governments have treated simply posting documents online as the finish line of transparency. In reality, a PDF sitting quietly on a bureaucratic website isn’t inherently useful information. A document can be technically “public” while remaining practically impossible to search, cross-reference, or analyze at scale. Imagine, instead, being able to instantly search government infrastructure projects by location, contractor, exact amount, or project type. Imagine comparing the costs of identical school-building projects across different provinces with a few clicks. Imagine tracking the complete thread connecting a project’s initial budget allocation, its procurement documents, its winning contractor, its specific contract price, its staged payments, and its actual physical delivery. That is where administrative transparency transforms into real power. CADENA’s pivot toward structured, open formats like CSV, JSON, and XML is a gamechanger. It allows raw data to be processed dynamically by software, investigative journalists, independent watchdogs, academic researchers, and civil society groups, rather than just passively viewed on a static screen. Crucially, it swings the door wide open for advanced analytical tools, including artificial intelligence. Suddenly, the question shifts from a basic, “Can I see the document?” To a transformative, “What insights emerge when we connect thousands of government data points together?”

The Seven-Day Rule

Another critical upgrade is the strict timetable for public disclosure. Under the CADENA framework, covered government documents must be published within seven working days. While it sounds like a dry administrative provision, it packs a massive punch in practice. Transparency that arrives too late is effectively toothless. A procurement document released months after a multi-million-peso controversy has already blown up is a far cry from one made available while journalists, civic auditors, and citizens can still examine the transaction in real time and ask hard questions. A strict statutory deadline turns transparency from a vague guiding principle into a hard obligation. It gives the citizenry a clock they can measure. And it hands government agencies a definitive standard against which their compliance can be publicly judged.

From a Ledger to an Ecosystem

The original Blockchain the Budget proposal was fundamentally about building a single, trusted ledger for public spending. CADENA envisions something much broader: an entire ecosystem. The revised framework contemplates the synchronized disclosure of broad budget data, project documents, procurement trails, contractor profiles, and actual expenditure histories. This holistic approach acknowledges a fundamental truth about corruption: it rarely hides out in plain sight as a single, isolated anomaly. A questionable government project often looks entirely benign when viewed as a lone line item. The story completely changes when you connect the budget allocation to the procurement process, the procurement to the contractor, the contractor to the contract price, the contract to the precise project specifications, the specifications to the staged payouts, and the payouts to the physical construction on the ground. True transparency cannot stop at a ledger. It has to connect the dots across the board. The true promise of CADENA isn’t just that a transaction receipt becomes immutable; it’s that the public can finally follow the unbroken paper trail of public money from source to destination.

What Happens to Blockchain?

For the tech community, the evolution from SBN 1330 to CADENA shouldn’t be misread as an abandonment of blockchain. Quite the contrary. It is a mature recognition that blockchain should be deployed precisely where it delivers undeniable, genuine value. There are specific government registries where immutability, cryptographic verification, and distributed validation remain exceptionally useful. Down the road, there will likely be strong applications for smart contracts and other decentralized mechanisms as public infrastructure matures. However, slapping the word “blockchain” into a statute does not magically guarantee an honest or transparent system. The technology must serve the underlying public policy. And the policy must relentlessly serve the public interest.

That is why CADENA’s pragmatic, technology-neutral framework ultimately makes it a much stronger piece of legislation.

But How Much Will It Cost?

One glaring question demands rigorous attention as CADENA moves forward: What will this heavy-duty transparency infrastructure actually cost? The original Blockchain the Budget proposal carried an initial appropriation tag of PHP 500 million, with continuing funding carved out of succeeding national budgets.

CADENA’s operational scope is even broader. Building a functioning national transparency architecture isn’t just about launching a clean web portal. It will require deep integration with legacy government systems, rigorous data standardization, robust APIs, airtight cybersecurity, massive data migration, secure storage, ongoing maintenance, specialized technical personnel, and continuous system upgrades. It also demands a cultural shift in how hundreds of government agencies prepare, publish, and maintain their data. That isn’t just a website project. It is foundational digital public infrastructure. If Congress is going to legally mandate that agencies make public spending transparent, the rollout of the transparency system itself must operate under that exact same microscope. Filipinos deserve to know precisely how much CADENA will cost to build, who will architect it, who will maintain it, which legacy systems will hook into it, and how those tech contracts will be subjected to public scrutiny. Here lies a golden opportunity for the government to practice what its own bill preaches.

The Hard Part Begins After the Law

Getting CADENA smoothly through the Senate is a landmark achievement, but passing the law won’t cure systemic opacity on its own. Implementation will determine whether this grand promise translates into reality. Clear lines of accountability must be drawn for the accuracy of every data point fed into the system. There must be institutional mechanisms to rapidly flag and correct false or incomplete entries. Cybersecurity must be strengthened, and data interoperability between clashing government agencies must be enforced. There must be swift, meaningful penalties when agencies fail to disclose mandatory records within the required window. Above all, ordinary Filipinos must actually be able to navigate and utilize the information. If we build a hyper-sophisticated platform that everyday citizens find hard to navigate or useless, we will have just created another expensive, siloed government database.

The true benchmark should be simple:

Can an ordinary citizen pull up their phone and ask:

• How much was allocated?
• Who won the contract?
• How much was actually disbursed?
• What was supposed to be delivered?
• Was it delivered on time and to spec?
• And can I see the verifiable proof?

That is the definitive standard by which CADENA should be judged.

Every Peso Should Leave a Digital Trail

The evolution from SBN 1330 to SBN 1506 serves as a timely reminder that truly effective technology policy is ever about the technology alone. The original Blockchain the Budget bill started with a brilliant, innovative tool. CADENA has matured into a comprehensive, robust governance framework. That evolution is worth celebrating. But it is vital to remember the core reason this fight started in the first place. Every single peso in the national budget belongs, without exception, to the Filipino people. Citizens shouldn’t need to be computer scientists, investigative data journalists, or deep government insiders just to find out where their hard-earned tax contributions went. They should be able to follow the money, step by step. The technology will inevitably evolve. The platforms will update. The administrative systems will modernize.

But the fundamental principle must never waver: Every single peso of public money should leave an unbroken digital trail—and the public should always have the right to follow it.
