The Department of Information and Communications Technology (DICT) has launched a free 20-day certification program in blockchain and cryptocurrency, completing initial training cohorts in Kalinga and Capiz to equip provincial jobseekers and returning overseas Filipino workers with remote freelancing skills.
The training is conducted under the agency’s Strengthening the Philippine Workforce through Adaptive and Responsive Digital Knowledge program, known as SPARK. Supervised by the DICT ICT Literacy and Competency Development Bureau, the initiative targets fresh graduates, out-of-school youth and returning overseas workers seeking digital employment outside Metro Manila.
Across the two provincial runs, 53 participants completed the curriculum, which combines 10 days of virtual technical lectures with a 10-day practical campaign requiring market application and capstone project development. In Kalinga, 28 participants graduated from the program, which was conducted through the DICT Cordillera Administrative Region provincial field office and facilitated by blockchain trainer Ferdie James Nervida. During the practical campaign phase, 17 medalists generated a combined ₱76,340.49 in remote freelance earnings.
Trainees in the Kalinga cohort were required to identify an industry problem and design an implementation roadmap using distributed ledger technology. One capstone project developed a blockchain-based intellectual property registry and royalty distribution system for indigenous handicrafts, designed to verify traditional Cordillera motifs and automate payments to native artisans.
“Technology should not replace our traditions. It should help us protect them, preserve them, and bring them into the future,” DICT-CAR Regional Director Jimmicio S. Daoaten said in an address to the graduates. (Read More: Philippines’ Blockchain Budget Touted as Global First, But Experts Warn of Risks and Hype)
In Western Visayas, the DICT Capiz Provincial Field Office held a graduation ceremony on Oct. 19 for 25 scholars, marking a 100% completion rate. The training was conducted in collaboration with Capiz State University Pontevedra. Five graduates received medals for capstone projects focused on decentralized finance and Web3 freelance service delivery.
The provincial certifications reflect a wider push by the DICT to expand regional digital training programs beyond standard business process outsourcing skills, shifting technical education toward emerging digital assets and distributed systems.
