If you were hoping that central bank regulations would force e-wallets to drop transfer fees to zero, you will need to adjust your expectations.
The Bangko Sentral ng Pilipinas (BSP) clarified that its regulatory framework, Circular No. 1238, is a cost-based fair pricing guideline, not a zero-fee mandate. While traditional banks can afford to offer free transfers, e-wallet and fintech platforms are permitted to continue charging transfer fees, provided those charges reflect real operational costs, the Fintech Alliance PH said in a statement.
Why Transfers Aren’t Free Everywhere
When Circular 1238 was introduced, several traditional banks eliminated online transfer fees, while e-wallets like GCash and Maya lowered their InstaPay rates to ₱10. Initial interpretations suggested transfer charges might be capped strictly at the direct network cost, which is around ₱1.50 per transaction. However, the BSP confirmed that institutions are not limited to this rigid formula. E-wallets and banks can factor in necessary operational expenses, including:
- Server infrastructure and uptime maintenance
- Cybersecurity defenses and anti-fraud systems
- Customer support operations
E-Wallets vs. Banks: A Business Model Split
The difference in pricing comes down to how these platforms earn money:
- Traditional Banks: Generate revenue primarily from loans, mortgages, and credit cards. Waiving a ₱1.50 network fee is a low-cost strategy to keep deposits inside their system.
- E-Money Issuers (EMIs): Rely heavily on transaction fees and payment processing rather than traditional lending. Forcing zero-fee mandates on e-wallets would mean processing millions of transfers at a loss.

What This Means for Your Wallet
While universal ₱0 transfers are off the table, the BSP’s rules still protect consumers from unfair charges:
- Audited Pricing: Financial institutions must maintain internal cost analyses. The BSP reviews these to prevent arbitrary markups.
- Free Micro-Transactions: To support small businesses, digital payments made to micro-merchants earning under ₱250,000 annually remain fee-free.
- Service Reliability: Keeping reasonable fees ensures e-wallet providers can maintain system stability during high-volume periods.
Transferring money across platforms may not be completely free, but the central bank’s oversight ensures users are not overcharged for moving their own money.
