Filipino crypto traders hoping for Binance’s quick return to the local market are getting a firm reality check from regulators. The Securities and Exchange Commission (SEC) has clarified that allowing the crypto exchange’s local partner into its regulatory sandbox does not mean Binance is unbanned or guaranteed a legal comeback in the Philippines.
SEC: Sandbox is Not a Free Pass for Past Violations
While local fintech firm BlockShoals Technologies Inc. was admitted into the SEC’s Strategic Sandbox (StratBox) to test Binance-linked infrastructure, regulators stressed that the program is a strict evaluation tool, not a shortcut to a license. SEC Commissioner Rogelio Quevedo explicitly warned that entering the sandbox does not wipe away previous infractions under the Securities Regulation Code. The Binance website was blocked in the Philippines in 2024 for operating without a license, and Quevedo emphasized that testing behind closed doors “does not cure the penalties” or serve as a highway to approval.’
Quevedo previously mentioned to BitPinas that several firms trying to enter the Sandbox are required to pay penalties first for their previous infractions, such as operating in the Philippines without the license for doing so:
“Before they can get approved the sandbox, we have to collect the penalties that we have imposed on them,” Quevedo said at that time. He noted that the commission discovered the operations two years ago and penalized them between 5 million to 20 million pesos.
Inside the 90-Day Technical Trial
The approved testing plan gives BlockShoals a 90-day window to build technical integrations, specifically connecting to a Bangko Sentral ng Pilipinas (BSP)-licensed Virtual Asset Service Provider (VASP). The goal is to develop secure fiat rails that allow users to convert Philippine Pesos (PHP) into crypto and vice versa.
Crucially, the SEC specified that this connectivity is limited strictly to technical integration. It does not permit public onboarding, active trading operations, or a general reopening of Binance to local users.
Even if technical testing succeeds, SEC Chairman Francis Lim noted that sandbox evaluations are lengthy. Pointing to regional benchmarks like Singapore, Lim highlighted that participants typically spend around two years under regulatory supervision before any final operational approval is granted, if it is granted at all.
Tension with the Local Stock Exchange
The SEC’s willingness to test crypto services has drawn sharp pushback from traditional finance. Philippine Stock Exchange (PSE) President and CEO Ramon Monzon publicly questioned the decision, raising concerns that a returning Binance would draw retail capital away from local equities and into speculative assets.
Addressing those concerns, Lim argued that regulators cannot ignore global innovation, suggesting the stock market could adapt by exploring share tokenization to make high-value stocks accessible in smaller fractions. Meanwhile, Monzon declared the PSE “will not give up,” outlining plans to reform margin trading rules and expand broker networks to retain local retail investors.
