Who Will Lead the DICT Next? Three Contenders, Three Vastly Different Futures for Pinoy Cyberspace

Whether you use the eGovPH app to handle official documents, run an online business through digital payment gateways, rely on stable internet for freelancing, or hang out with friends on Discord, the leadership of the Department of Information and Communications Technology (DICT) shapes how you navigate digital life in the Philippines.

With President Ferdinand Marcos Jr. officially confirming the departure of DICT Secretary Henry Aguda, following a widespread public backlash over aggressive platform bans, the agency stands at a critical juncture. While Aguda stays on in a temporary holdover capacity, Malacañang is vetting potential successors to lead the country’s digital agenda.

Three names have emerged as frontrunners as reported by different publications TechWatch, Bilyonaryo, and the Manila Times. Each contender, based on their previous history, represents a vastly different philosophy for how Pinoy cyberspace should be built, governed, and protected.

The Builder: David “Dave” Almirol Jr. and the e-Gov Ecosystem

David “Dave” Almirol Jr. represents a product-first, engineering-led vision for Philippine cyberspace. Currently serving as the DICT Undersecretary for e-Government, Almirol made his name in the private sector as the founder of software engineering firm MultiSys Technologies. Almirol has also guested in a previous BitPinas Webcast:

What it means for users:

Appointing Almirol means a hyper-focus on digitizing public services. As the key architect behind the administration’s eGovPH Super App, his priority centers on eliminating bureaucracy through software integration, centralized digital IDs, and automated government transactions. For everyday citizens, his leadership would mean fewer physical queues, streamlined paperless requests, and a continuous push toward a fully digital government infrastructure. The Friction:

Almirol’s private sector past remains his primary lightning rod. ^{Critics and watchdogs have raised questions regarding compliance with government divestment rules, potential conflicts of interest with private vendors associated with his past work, and internal audit queries regarding government source code ownership. Elevating an internal top official also risks pushback from those seeking a clean organizational break.}

The Enabler: Atty. Edwin Lacierda and the Digital Economy

Atty. Edwin Lacierda offers a hybrid approach that bridges high-level policy with startup execution. A former Presidential Spokesperson under the Aquino administration, Lacierda pivoted into the tech world as co-founder and Chief Operating Officer of local fintech giant PayMongo, and later co-founded payment platform PayRex.

What it means for users:

Lacierda’s approach might prioritize the growth of the digital economy, fintech adoption, and the local startup ecosystem. Under his watch, policies would likely favor enabling digital commerce, reducing regulatory friction for online entrepreneurs, and expanding payment infrastructure for micro, small, and medium enterprises (MSMEs). His background as a seasoned communicator and Cabinet veteran could also help translate complex tech policies into clear public updates and legislative action. (Read More: [Op-Ed] Harry Santos: Atty. Edwin Lacierda for DICT: The Philippines Needs a Tech Builder, Not Just a Tech Bureaucrat)

The Friction:

Lacierda’s past political role as a key figure in the Noynoy Aquino administration could draw partisan pushback from administration loyalists. Furthermore, while his fintech credentials are strong, other key areas such as physical telecommunications engineering, spectrum allocation, or satellite broadband deployment, are core national infrastructure responsibilities of the DICT as well.

The Regulator: Atty. Renato “Aboy” Paraiso and Security-First Governance

Atty. Renato “Aboy” Paraiso represents a law enforcement and security-centric model. As the Executive Director of the Cybercrime Investigation and Coordinating Center (CICC). an attached agency of the DICT, Paraiso has been on the frontlines of battling online scams, illegal gambling, and digital fraud. What it means for users:

A Paraiso regime at the DICT would put cyberspace defense, data privacy, and anti-fraud measures at the forefront. He would likely push for stronger cybersecurity frameworks, aggressive policing of digital financial crimes, and strict oversight of global tech platforms operating within the country.

The Friction:

This security-first model carries the highest risk of public backlash.

Paraiso was the public face of the CICC’s controversial decision to temporarily block Discord and issue regulatory ultimatums to Reddit and Meta, which is a move that triggered intense pushback from gamers, tech workers, and remote freelancers who argued it infringed on due process and threatened digital livelihoods. Critics worry that a CICC-led DICT might skew toward over-regulation, platform censorship, and excessive restrictions at the expense of an open internet. A Turning Point for Philippine Tech

The incoming DICT Secretary will inherit an institution working to recover public trust.

Former Secretary Aguda’s departure highlights two persistent pressure points: resolving allegations of corrupt “ghost internet” hardware procurements and ensuring that national security efforts do not trample digital rights.

Whether Malacañang selects a software builder, a fintech entrepreneur, a cybercrime regulator, or it surprises us with someone else, the choice will dictate how Filipinos interact with their government, run online businesses, and navigate the internet for years to come.
